I don't like the moving, fading, double image text. It loaded and I
saw something that disappeared before I realized there was something
happening and I thought I missed something. It left me feeling
uncertain about the site. Rolling over the panels didn't repeat the
effect, so I was even more uncertain.

I do like that there's some visual indicator though to attract people
to realizing the panels are navigation. I'd be consistent in the
initial load animation event and then the rollover.

It's called "affordance" in the UI design lingo. It's what makes
someone WANT to click on something and reinforces that desire with an
expected feedback to reassure them that they're supposed to click on
it.
