IIRC, the sparkplugs should be changed. The car may seem to run fine (smoothly) but the plugs may be fouled. An alternative to a tune up would be to pull the plugs and clean and regap them. Use gasoline and an emory board to get the carbon out of the gap. Then make sure the gap is correct for your car. It will not be a perfect solution, but it is a lot cheaper than a tune up.
I have found that that helped the milage on my 1990 Festiva, when I had it. I never failed emissions testing, but Louisiana had litmus strip style testing. I hope this helps.
