I don't think the role of the press as a check against abuse of power is diminished by this ruling. In Maryland, as in the federal government, the legislature and the courts are co-equal branches of government to the executive, and they are each the ultimate check to abuse of power in the others. The case would be entirely different if the government employee was a whistleblower and told a reporter about illegal activities in the government.
