It occurs to me (a little late) that most cemeteries are private.  I 
don't think there should be a law, but no one is stopping the cemetery, 
church, etc. from asking the protesters to leave.  I realize that this 
doesn't work fo military funerals in gov't cemeteries, though.  :-\
