It's because the average person is simply not very good at concentrating on two things at the same time. Period. When one of those things is driving, something that affects the rest of us....it's patently ridiculous to allow them to put me in jeapordy just so they can talk to their boyfriends on the phone.
Where their hands are doesn't matter near as much as where their brains are.
