Nope. Wrong on two counts. Running the cranes and driving the trucks
will actually take place by the dockworkers, who I believe are union
at all six ports. Also, the port management, their records and
documentation, and their personel suggest which containers to
physically open, decide which workers handle which containers, decide
where containers and stored and when they are loaded onto trucks and
trains. If the port management in any way aren't cooperating fully,
then the TSA and their computerizes records searches are not going to
correctly weight safety criteria.

The smuggling that currently takes place in those same shipyards (all
of which happen to be the tops in the nation in illegal drug and
people smuggling) show that it is already possible to move stuff in
with the cooperation of the port management and employees. The
difference is, for the most part, the same people that currently
support illegal smuggling would probably not be willing to smuggle in
wmd.
