Seen it. Don't like it. I like my content to "stick" until I tell it to change. The fact that it's SO easy for the content to change if you accidentally push the mouse over the wrong thing is annoying.
This particular site's design works fairly well but on other sites where stuff just "reacts" by rollovers generally don't work as well. And this site is very small and contained both in design and content. Try to apply it to a much more common "we don't know what we want but just give us a base template and we'll fill stuff in but in a completely haphazard organic way since we don't want to sit down and actually figure out what our needs and goals are" type of site. Then expand that to a relatively large site with a few hundred or few thousand pages and suddenly trying to navigate around an interface that keeps jumping out everytime you get near a potential content link and I see impending madness more foul than the thing under the stairs.
