That is mildy annoying but should not be a real deterrent if you are determined to access blocked sites. Do a Google search for "anonymous proxy" or check out this list:
http://www.multiproxy.org/anon_proxy.htm If you can change the settings on your browser to use a proxy you should be able to circumvent the blocking system. If they block your proxy, just pick another one from the list. If you can't change your proxy settings, try installing an alternate browser. If you can't do any of that, my suggestion is to get a copy of the Ubuntu run from CD Linux install, write down the network settings of the PC, pop in Ubuntu, and setup the browser with your proxy.
