IMHO I think this is not far from how the medical system should work.  

There should be a national medical system that anyone can go to anytime for a 
nominal fee (co-pay if you will, not much different from what most of us with 
insurance have to pay now.)  

However, you should also have access to private medical insurance and 
practioneers  if you so desire.  Maybe you want to keep your private doctor, 
don't like the clinic like atmosphere of the national plan or you do not 
qualify for a proceedure per national medical guidelines (85 year old wanting a 
heart transplant) You should have the option of going to private medical 
practioners.

I don't think it would cost much more than it costs me now.  I pay nearly $300 
a month for my medical insurance. My employeer pays another $1,200 for that 
coverage for me. That's $1,500 a month. Then there is the percentage of my 
taxes that goes into our current state / national medical welfare system.  

I am paying at least $18,000 a year (plus whatever amount of my taxes goes to 
medical use) for medical coverage plus co-payments for my family.   I think a 
well run (key term "well run") national system can be established for what we 
are paying now.
