So, given that the most important thing to protect from a procreative perspective would be the testicles, that would suggest the big mass be on the scrotum. I seriously doubt that people have been historically as paranoid about the "waste disposal" aspect (and even if they were, it applies just as much to the man as to the woman, since the part you look at when you're not giving a woman a cavity search, pelvic exam or pap-smear is where waste exits the body)... I really don't think that's ever had anything to do with it...
