Boston seems to be coming back as well... maybe because I'm leaving the area. ;^) We're still not hiring (they're offshoring more and more) but many others are. Of course Boston is, if anything, worse than DC as far as housing costs go. But telecommuting, especially partial telecommuting, is also becoming a reality for many - work an hour away and only go in one or two days a week.
