Ok, took a couple of tries but I think I am getting this.

Still lost! I just do not see the concept of "encouraging" a child to need 
supervision.  Who is receiving the encouragement?  Why did they not need the 
supervision before the encouragement?  Can one give encouragement, but not 
enough and still be in trouble with this statute?

I'm glad I'm not a lawyer; I have enough trouble using the correct syntax to 
get these computer thingies to do what I want.
