I grew up in a bar-less town, though the local bait shop did sell beer (no liquor, though). I think for the locals, it was some sort of moral one-ups-manship, more than anything. Of course, right on the outskirts of town, next to the interstate, was a strip joint. So, I'm not sure how well the plan worked.
