See that's just it, exceptions are written into the law, so therefore the
people that make it to landfall are not breaking the law.  It's like a big
game, and to be serious, I think that the founders of this country would
have liked it that way.

I mean, the way that the wrote the constitution it makes any criminality a
game, you can brake the law, so long as no one can prove you broke the law.
See what I mean?

Yes, except we have made exceptions for Cuban "refugees" who make land fall
on US soil. (it is refered to as the wet foot/dry foot policy).

We have always had an expedited immigration policy for people who, if
deported, would face harm or imprisonment at the hands of an oppressive
regime. This is both a humanitarian and political strategy.

As for not serving the public, I, and a majority of your fellow Americans,
disagree with you. Look at the current polls. Look at the laws. Not just
federal law, but look at the trend in local laws as well.
