See that's just it, exceptions are written into the law, so therefore the people that make it to landfall are not breaking the law. It's like a big game, and to be serious, I think that the founders of this country would have liked it that way.
I mean, the way that the wrote the constitution it makes any criminality a game, you can brake the law, so long as no one can prove you broke the law.
