I agree, and pre Clinton that's how it was.  I'm not sure why the Bush
administration hasn't changed it.  I think because the libs have linked this
very closely with the gays in the military fight.

It would be easy to come up with a test for illegal pastimes such as what
this guy was caught for or drugs.  And this is the important practical side
it.

If you think about it, national security positions and secrets should be
granted to people without too many "levers".  If you don't test for them,
then it would be an easy matter for a spy to find and exploit them.
