There are two ways to convert pixel to vector: Adobe Streamline (excellent standalone product, now incorporated into illustrator) Adobe Illustrator CS (now has convert tools built into it)

Freehand does a pretty good job. I don't really remember how good Flash does, but it will create vectors from a bitmap. You can always download a trial version.
