I dunno. Last time they declassified some information Scooter got indicted. I'd say their a little hesitant about that now.
Joking aside, we don't know what the report from any of the three teams states. The CIA and DIA claims there were capable of making biological agents. A group of unnamed people say different, my gut reaction is to listen to people that at least have the title of janitor before I listen to the guy in the alley.
