The President first put forward the idea of using 'tactical Nukes' in a Pre-Emptive strike on Iran previously in articles and speeches about two weeks or so ago. This most recent line of questioning was clearly with respect to this previous statement!
So the President of the US *did* make such statements, and his staff re-iterated such statements in his name! To say anything less would be a lie.
