Well, he's asking what membership in the NNTP has given them. As to what benefit they derive from abiding by the NNTP, look no further than Japan, which is an NNTP signatory and has significant nuclear energy capability.
Nations that sign- and abide by- the NNTP gain respect for themselves in the international community. More importantly, they gain the possbility of technical assistance by other member nations, such as Russia, in developing their own nuclear energy sector. Every nation ends up making a judgement about the risks and benefits of remaining a signatory. Pakistan and India made the decision to violate the NNTP and build their own weapons, as did North Korea. The overall goal of the NNTP is to prevent the spread of nuclear weapons, which, the theory goes, can only have a destabilizing effect on the world.
