The Russians have the best heavy lifting rockets in the world. We went for high tech, they went with low. In the end, theirs cost less.
The interesting thing is the satellite can see things on the ground as small as about 27 inches. They also have 2 others up there and a fourth planned which will be able to take pictures at night and through cloud covering. That means Israel will have better intelligence about Iran and their activities than we do.
