Looking through the bill, and looking at the sponsor, and reading his past history, and looking at the recent statements of his supporters, you can see that what he really wants to allow is for the phone company to charge Google and Yahoo and the Library of Congress and any other content SUPPLIERS an added tax to allow their content to flow.
Above and beyond the charges Google pays to connect to the net, and beyond charges Google's customers pay to connect to the net.
