Honestly if they used WMD and we didn't use nukes in return every tin pot dictator in the world would see that as a major sign of weakness, and begin pursuing their own weapons.
This has been the standard response expected of the US for so long, that anything else just wouldn't do. I mean, not a single administration, in the 60 years we have had the bomb, has ever changed our policies on the use of nuclear weapons.
