My company contracts with the USDA, and we design systems for tracking 
individual producer insurance premiums. I routinely see some fairly 
significant government subsidies which go towards paying down large 
insurance premiums for farmers. These are individual farmers, with premiums 
tied to a single SSN.

That's the kind of thing that I'm wholly in favor of.
