It seems like the Chinese know that too which is why you're seeing the economic reforms and the Olympics campaigns. China wants to slowly move into the capitalism and democracy but ensure that they stay unified while doing it. They fear what happened to the USSR in moving too quickly. They're also building an economic war chest to tie the union together and the major piece of that is by owning and economically controlling America.
