We already have that.
So you want to move the quotas, and that's fine. I think they move
every year or few already. Some years we need doctors so we let more
in, other years we need teachers etc. Since 9/11 it's been much harder
for students to get in and we need to fix that process, but that's
understandable paranoia. Time will fix it.

As for the day workers, yes we need them but how many? 1/3 of the
prisons are filled with illegals and day workers are lined up along
the street each day without work. The more that come here and don't
find work the more crime they commit to survive and it's a vicious
cycle.
The guest worker program might be the answer, we get the work done,
they pay taxes and we know who they are so we can listen to their
phone calls :)
That will make it easier to get here to work for those that just want
the money and the ones that want to stay can earn that right after a
test run as guest.

If not a guest worker program just allow a few million more in each
year legally and the problem will fix itself, maybe..
