I would agree EXCEPT where direct actions by the government (local, state, federal) made the situation worse.
If I built a house below a dam, and it gave, it would be mostly my fault (but if the dam was defective, then blame would be shared). If I built a house on a river, and then they built a dam, and it failed, then it would be mostly their fault.
