What I am saying is that U.S. civilian leadership, not Iraqi leadership,
failed. Things have gotten better in many ways of late, though the worst
developments of late are out of the hands of US or other foreign troops and
must be dealt with by Iraqis. It's their country now. If they can't find a
political solution among themselves, then yes, it is their fault.
