I'm not sure what the job interview process is to join Al Queada. IIRC
Zarquawi didn't get along with the more formal higher-ups in the
organization until lately.

He still operated under that name, but I think he was more or less on his
own.

I think he was more trying to take over the entire thing from bin Laden, and
he pulled some people to his side. He was more of a hit and run kinda guy,
where as bin Laden was into big elaborate plots.
