This does it with the optional "Beyond TV Link" component: http://www.snapstream.com/products/beyondtv/features.asp To be free but not very feature rich you could also try Windows Media Encoder: it will record a feed from a source which can be streamed immediately (used for the simultaneous recording and streaming of live events).
