On May 17, 2001 Secretary of State Colin Powell announced a gift of $43 million to the Taliban as a purported reward for its eradication of Afghanistan's opium crop this February. That, in effect, made the U.S. the Taliban's largest financial benefactor other than Bin Laden. There is a debate as to whether this money was ever paid, and if so, who received it, but it clearly indicates a "relationship", and that is in addition to all the money the CIA used to arm and fund the Taliban in the fight against the Soviet Union.
