Nope, widespread use started in Nov 2004. It was prior to that that the out cry was heard about unarmored hummers.
I know this because it's when we got ours, when the 82nd Airborne got theirs, when ranger battalion got more, and when all the units I worked with in Afghanistan got them. I also know that I lost two friends in an unarmored one in June 2004. Trust me; I'm not giving credit where it isn't due. It should have been way sooner than that. BTW, I was in the guard.
