No, that's not necessarily true.  There are many occasions where a user may 
need to remotely logon to a box but not be the admin.  One occasion is a 
user who logs onto his own machine from home via VPN.

A terminal server is the same whether you are the admin or not.  The 
restrictions/permissions that you have are the same whether you're at the 
box or remotely logged in.  XP uses a form of terminal service to allow 
multiple logons to the same machine with different settings.
