I chose 75% because that will be the vast majority of internal affairs, and leave NATO in a real supporting role. Basically it would show the west that the Afghanis are on their own, and fighting against the internal terrorist problems that are still very real. The central government needs to spread to the country side. They currently have a pretty good hold in the cities and larger province capitals (Ghazni, Kabal, Bagram), they need to extend that. Basically I would want to see proof that they can handle things themselves.
