Your plan sounds reasonable to me.  Whether politicians in DC will pull
their heads out of the sand long enough to do something is another story.

As to the "rest of the country" not paying attention, the allocation of
money at the federal level has very little to do with who deserves it
(witness the beautiful state of West Virginia's highways) and lots to do
with which members of Congress sit on the Appropriations Committees.
