Howie,

You might want to try Figleaf's wysidraw -
http://www.figleaf.com/products/wysidraw.cfm

>From the Figleaf website:

WYSIDraw is a Flash MX component developed by Fig Leaf Software. Using
WYSIDraw, you can add image annotation and collaboration capabilities to your
web-based applications. End-users may add lines, text, scribbles, and other
geometric forms that sit in layers on top of a background JPEG image. Because
the component was developed using Flash MX from Macromedia, it is x-browser
compatible with any device running the Flash 6 player. Two editions of WYSIDraw
are currently available -- the HTML edition, which allows you embed a draw area
within an HTML form and a Flash Component edition that supports real-time
whiteboard functionality when paired with the Macromedia Flash Communications
Server.
