When California deregulated, they completely messed up and _required_ the
utilities to sell most of their power generation facilities. Out-of-state
companies like Enron and Dynegy bought them. We were supposed to get real
competition between providers including "green" energy etc. etc. Also, there
was a drought and scarcity of hydroelectric that year. What we got was,
quite simply, _reamed_.
