The ends do NOT justify the means. Getting news about civilian casualties out is important, but lying or misleading people in order to do that is still wrong.
And to answer your question, it's inherently evil because lying is inherently evil. And to just ward off your next comeback, yes, the killing of civilians is inherently evil too.
