I am not saying there is no immigration for crying out loud. I'm just
saying there is more to the place than Tijuana. Quite a bit more, and
some of it is quite affluent.

Certain regions though have no work whatsoever, which is where the
immigrants come from. I found an interesting correlation while I was
there -- in the larger cities (Guanajato for instance is a state
capital and a university town, with a lot of history that makes it a
tourist destination...) nobody speaks english. When you get out into
the tiny little towns quite a few people do, or want to practice,
because there is no work there, and they either have been north or
plan to go.

As to keeping them afloat. Yeah right.
