The biggest problem on the socio-economic side I remember was the refusal of
our beloved C Ray to call an evacuation until about 24 hours before
landfall.  The standard was 72 hours, so why the wait?

He also refused to place the public transporation busses in a location safe
from flooding (inside the Superdome or on higher ground) or use them to
evacuate those that needed transportation.

Now the levees are another story completely.  The Army Corpse of Engineers
failed miserably for 40 years to adequately design a levee protection system
for a 100 year event, let alone a Cat 3 storm with a Cat 5 storm surge.

But the main contributor to the entire disaster was the loss of wetlands
over the past 40 years around New Orleans.  This was caused solely by the
increased demand for oil and gas in this country.  I will not blame the oil
companies because they were only responding to damand.  If that demand had
not been there, the drilling would not hyave caused as much damage.

Had the wetlands been up to par, the levees adequate for a 100 year event
and the mayor competent none of the post Katrina problems would have
happened.
