No, they have not. The need in all of southeast Louisiana is cat 5 protection as mandated by congress. The Corpse of Engineers has yet to properly create the report that was due July 1, 2006. There are no current plans to realisticly provide such protection.
The only thing that will truly protect SE LA is restoring the wetlands. Louisiana can do that, but they need money. Our fair share of the offshore oil revenue will pay for that in 5 years. What we need is to get the fed out of the state and let the state do the work themselves. Even better, let the private citizens do the work and the state can guide us.
