Understandable; we're using Moodle becase of the funding available for
an online addition to our courses that matches exactly the cost of
Moodle ;)

Now I will say that I *believe* that Blackboard has some import and
export functionality.  Assuming it does you may have to write
something that translates your course materials into something that Bb
can handle directly.

That's what we have had to do going from Examview into Moodle.  I
ended up writing something that would read the ExamView format and
create GIFT format files that Moodle reads.  It's a pain but the
problem with going between two competing systems mandates it.
