Not really. Here's my suggestion:

As an American, I'd suggest you to ask the question "Hey, why haven't we
built anything at ground zero yet?"

Then i'd expect you to digest the answer: "Well, there have been several
designs presented, and each design has met with resistance from a certain
group of people. Since we want a design that makes the most people proud,
they've decided to rework the designs instead of plow ahead with something
not everyone can rally around."

That's what i'd SUGGEST.

What do i EXPECT?  Bush did it!
