I think it shows how deluded this administration was/is and how faith-based over fact-based they were/are. The surprising thing is not so much that they plowed head first into a faith-based initiative - that was the basis of the 2000 election: facts or faith - but that they STILL haven't changed course. They've changed a few people, but the policy remains the same.
