That's a rhetorical/partisan argument from my perspective. Pres Clinton was just as concerned as everyone else on terrorism and even more so than the Republican Congress who dinged him for taking action. And for any mistakes that are left, as long as we're being partisan, let's apply the same argument that Bush uses: oops.
