It's also almost impossible to do when the difference between local citizen and fighting enemy is almost imperceptable, even interchangeable. 'Nam taught us that, we're relearning it. That CNN interview with the abducted journalist, one of the most interesting things in that article was when she described her captors. They would come home from a long day of Jihad'ing...setting IED's, engaging in small arms battles, etc...then set down to supper with their family as if coming home from a desk job.
