As a tag to you point I'd say that, yes, the US was not prepared to
defend against 9/11.  However I think the disturbing thing for me is
that there were so many warning signs it was obvious what was in the
works.

The problem was, as always, leadership from the top to coordinate the
efforts.  And this article shows that the administration was given the
impetus to act but didn't.

I don't blame them, but I as they weren't intellectually prepared
then, neither are they now.  This is an administration that makes
decisions on faith rather than facts and that has one HUGE problem:
you're almost always wrong!  (see Iraq).

For example, in Iraq the administration went in with the idea that
Iraq had WMD and they had to prove they didn't.  That was probably a
decent call until they decided to skip the analysis phase.  That's the
part where one team tries to prove they exist and another tries to
prove they don't.

It's that second part they skipped which has caused a huge debacle.
I'd be willing to forgive that mistake were they to come out and say,
"yeah, we fecked up, and now we're changing our plan ..."

Instead they've said that not only didn't they screw up, but that
they're not changing a thing.  In the business world that's a crime
called negligence.
