That's a misleading statement.  The software in question runs just fine - if
you have privileges to run it.  However in the kiosk situation described the
guest users were not given those privileges.

A better one would be "Damned if they do, damned if they don't".

If Microsoft had not implemented protected mode they would have been
crucified for leaving systems "open" and ignoring security.  If they had
allowed their own software to run where they were preventing others they
would have crucified for monopolistic practices.

Now that they've implemented the mode and shown no favoritism to their own
software... well, they're getting crucified for reducing functionality.

I would hope that OSX, in a protected kiosk mode, would also prevent you
from running active content in the browser.

In fact, considering its Unix roots I would be surprised if it didn't.
