I'd modify this, taking the option to put down the animal away from the
victim, because in almost every case they'll do it out of revenge or
spite. I'd put that decision in the hands
of qualified veterinarians and animal psychologists, they would determine
if the animal can be rehabbed, then placed with an informed foster or
rescue family.
The owner of the animal should be held accountable for the raising and
training of the animal that he or she owns. But you cannot paint braod
strokes and ban entire breeds.
I've met plenty of well mannered and sweet Staffies, pits, rotties, and
all kinds, they're out there. If you're interested, find your local
pitbreed owner's club and go to one of their specialties, you'll see the
dogs as they truly are.

I have conflicted feelings on this.
I have NEVER met a well-mannered pit bull or rottweiler.. I have met
over 100 of them, and all of them are owned by idiots who love the
aggressive nature of the dogs. Bad people and bad dogs.
I have sat in the Emergency Room of a hospital with a 4 year old girl
who had half of her face (literally) ripped off (lower jaw, cheek,
partial eye socket), and had dozens of major bites on her neck and
shoulder and arms. There is nothing in this world that is going to
help that girl.
If she had been attacked by a chihuahua, she would not have been
anywhere near as damaged.
Also there is a huge difference between a nip, a bite and a mauling.
There should be different level of penalty for each type of "crime".
If you could get a law passed that any person who's dog mauled a person:
* was prosecuted for assault with a deadly weapon, manslaughter or
murder, depending on the scope of the injuries
* pays for all medical, counseling, and restorative surgery, and
pain and suffering
* Mandated that any dog that had bitten a person was, at the
discretion of the victim, put down.
* Mandated that the owner of any dog that had bitten a person, was
not put down, and then was found loose, would be charged just as if
they had placed a loaded gun on the sidewalk.
Then the breed of the dog would not be an issue, and those you
consider to be truly at fault would be held accountable.
But without that sort of accountability for idiots, you have to do
SOMETHING to prevent the attacks.
Of course, it still doesn't help that girl, which will haunt me forever.
