Depends on the smear. If you're smearing him for a pattern flubs or being stupid for that specific flub then you're just calling it like ya sees it. If you're taking the flub literally when you know it was flub and passing it around as fact then you're honorless. For example, in April Bush said, "I strongly believe what we're doing is the right thing. If I didn't believe it -- I'm going to repeat what I said before -- I'd pull the troops out, nor if I believed we could win, I would pull the troops out." We could call on Bush to apologize to the troops for saying he thinks we can't win in Iraq.
