Of course it is what he believes. He continues to say that Kerry _meant_ that it was the troops lack of education that got them into Iraq.
If Bush does not believe Kerry meant that, he should stop himself and his people from saying that is what Kerry meant. If he _does_ believe that is what Kerry meant to say, then he is either showing the kind of blinding dislike you accuse everyone of having towards Bush, or he should come out and say that he truly believes Kerry dislikes the troops, and make a real argument out of it.
